1 NO, 2 To, 3 Ask for Help – Emergency Response
Under a Sexual Offense Accident:
- Keep calm. Try to delay or ease the offender’s emotion (e.g., say you’re ill or on your period).
- Do not provoke the offender. Prioritize personal safety and look for a chance to escape or seek help.
- Hand over belongings if it helps to escape. Yelling “There is a fire!” draws more attention than “Help!”
- Use available tools (e.g., texting a friend/family) or dial 110 to keep the line open.
After the Offense:
- Not to: Bathe, go to the toilet, or change clothes. Preserve evidence.
- To: Save all items that may contain evidence (toilet paper, condom, cigarette butt, etc.). Seek ER treatment.
- Ask for help:
• 110 – Police
• 112 – Cellphone emergency hotline
• 113 – National protection hotline

According to Taiwanese Criminal Code: Anyone having sex with a person under 16 has violated sexual autonomy laws, regardless of consent.

Studies show most sexual offenders are known to the victim. Be vigilant in daily life regardless of sexual orientation or gender.
Safety in Interpersonal Relationships
Some “Not” Guidelines
- Don’t date strangers or party alone.
- Tell someone your dating plans.
- Don’t turn off your phone or visit places with no signal.
- Avoid meeting late at night or drinking unattended beverages.
- Don’t ride with new/cyber friends or change plans because of them.
- Don’t let unfamiliar people take your kids or disabled family members.
Some “Yes” Guidelines
- Dress appropriately and be aware of surroundings.
- Use public or familiar places for meetings.
- Evaluate people who invite you to their homes.
- If a family member shows inappropriate behavior, seek help.
Personal Safety Tips
- Carry safety devices (whistle, spray, mini alarm).
- Avoid dark/remote locations at night.
- Use taxi dispatch apps or police-supported services.
- Tell someone your route, taxi number, and estimated time.
- If possible, ask a friend to accompany you or notify your family.
Safety for Help-Seeking Behavior
If seeking medical or alternative treatment, always bring someone with you to avoid being alone with strangers.
