Taipei City Center for Prevention of Domestic Violence and Sexual Assault arranged a series of classes for social workers to learn more about the LGBTQ community and the impact of the Enforcement Act of the Judicial Yuan Interpretation No. 748. The training started from the basics to the more advanced classes for more in-depth discussions. In the basic classes, the participants got to meet experts from the Taiwan Tongzhi (LGBTQ+) Hotline Association. The experts shared their expertise in Taiwanese LGBTQ culture and the challenges LGBTQ people face in daily life, including discrimination, family acceptance issues, and more. The Garden of Hope Foundation also presented a play “Coming from your mobile” to advocate that adolescents and their parents should abide by the “APP “rules: Be aware of the risks when making friends, wait-before meeting friends you make online and parents-pay more attention to their children’s making friends through the internet, since the risk is extremely high in making friends online either through cellular phones or the internet.

Horrible murder incident in the name of love occurred and the story started from their reencounter online. These days, smart phones are available to all and making friends through FB or similar APPs is quite popular. Lately, Taipei City Center for Prevention of Domestic Violence and Sexual Assault has received many reports of sexual assault by friends met through FB or similar APPs. The center’s analysis reveals the reasons most parties fall into the virtual world: low achievement, lack of peer recognition and bad parent-child relationships. As shown in the play, interlocutors in the virtual world can easily call each other “my darling” or “honey”. However, when each party has a different understanding of “physical boundaries” and lack further understanding and respect, a regrettable sexual assault may easily occur .

According to statistics from the Center, among all the sexual assault cases of the last three years, 8% were by friends made online. There were 60 cases in 2011, 50 cases in 2012 and 58 cases in 2013. Adolescents can rapidly make friends through FB or similar APPs, but they can also easily become victims of sexual assault due to their lack of judgment and concepts of appropriate relationships. Parents should pay more attention to children’s relationships with friends and be part of their lives. They should help children to establish correct relationship concepts instead of forbidding them to use the internet, which can backfire.

Starting this May, the Center had the Garden of Hope Foundation, Taipei Branch to assist in realizing the “protection service project for young children and adolescents who have experienced sexual assault”. This project is mainly to follow up on and assist those children and adolescents to restore the parent-child relationship and community life. During the last few months, the foundation also discovered that children and adolescents do start dating rapidly through the internet and smart phone APPs. They are also under the influence of myths that “The male should be active and the female should be obedient” or “Once we are a couple, girls should not refuse having sex, because loving him is giving yourself to him”. All these create possible dangers in adolescents’ relationships and are potential risks that parents should not ignore.

Taipei City Center for Prevention of Domestic Violence and Sexual Assault pointed out that there are many hidden traps in the virtual world. Adolescents should refrain from providing personal information or photos online and refuse fast food relationships to protect themselves. They also remind parents to maintain a positive attitude when discussing with children their feelings and friends. Prohibition or scorn can’t be helpful while an unexpected situation arises. Once sexual assault occurs, children or parents should contact the protection line 113 or call 110 to seek immediate assistance.

</Column_6><Column_7 name="Files">[]</Column_7><Column_8 name="Links">[]</Column_8><Column_9 name="Pictures">[]</Column_9><Column_10 name="Movies">[]</Column_10><Column_11 name="Publish Department">Taipei City Center for Prevention of Domestic Violence and Sexual Assault</Column_11></Data><Data><Column_0 name="DataSN">7531682</Column_0><Column_1 name="ArticleType">0</Column_1><Column_2 name="FileName"></Column_2><Column_3 name="Link"></Column_3><Column_4 name="Source">https://english.dvpc.gov.taipei/News_Content.aspx?n=BC1FC8DE31CE9744&s=FDA0D739EC837D3D</Column_4><Column_5 name="title">Can a domestic violence offender receive counseling and treatment?</Column_5><Column_6 name="Content">1. In handling a domestic violence incident, if only the victim is helped, the effect will be limited. Many cases of domestic violence are related to the personality, gender concept and mental and physical conditions of the offender; therefore, if violence is to be solved at its root, the offender needs to undergo counseling and treatment as well, in order to ameliorate his/her violent behavior.
2. If the offender is willing to undergo counseling and treatment, the social worker can help arrange related courses. When the offender is unwilling to change, the victim can apply for a protection order from the court; once the protection order is issued, as specified in the protection order, the Center for Prevention of Domestic Violence and Sexual Assault will refer the offender to an appropriate institution compulsively for counseling and treatment, which include addiction treatment (e.g. alcohol and drug), psychiatric treatment, and psychological counseling.
3.
