In order to promote the prevention of domestic violence and sexual assault, elevate the quality of prevention services and to maintain the basic human rights for citizens, Taipei City Government established the Committee of the Taipei City Center for Prevention of Domestic Violence and Sexual Assault since July, 1998. There are 17 members, consisting of the chair, who is the Taipei City Deputy Mayor, four representatives from the Police Department, Educational Department, Health Department and Social Welfare Department, five scholars and experts and seven representatives of private organizations. Meetings are held once every four months. The Committee’s missions are as follows:
（1）Consultation, research, evaluation and promotion for domestic violence and sexual assault prevention policy.
（2）Coordination, integration, supervision and assessments for domestic violence and sexual assault prevention between different departments.
（3）Other promotions for domestic violence and sexual assault prevention.

Purpose for Providing Services

Taipei City Government established the department specifically to handle domestic violence and sexual assault cases based on Article 8 of the Domestic Violence Prevention Act and Article 6 of the Sexual Assault Prevention Act. We gathered resources from Police, Education, Health, Social affairs, Household Registration and, Judicial departments to build a prevention network for domestic violence and sexual assault in order to protect the safety of citizens and hope to achieve zero violence and zero assault as our ultimate goal.

Unit Description

1. Hotline Division: The hotline is available 24 hours-a-day to accept,and arrange cases, trace contacts for emergency assistance, and consultation services.

2. Child and Adolescence Protection Unit: Responsibilities include taking care of child and adolescence cases, and performing case investigations, evaluations, and other such related services.

3. Adult Protection Division: Responsibilities include handling protection cases, performing investigations, evaluating for cases, and other such related services.

4. Sexual Assault Protection Division: Responsibilities include dealing with crises for sexual assault protection cases, conducting investigations, evaluations, and other such related services.

5. Violence Prevention Division: Responsibilities include coordinating with the Police Department to offer 24 hour-per-day emergency assistance, dealing with crises, applying and enacting protection orders, tracing perpetrators, handling field evidence, and carrying out educational training for violence prevention.

6. Medical and Assistance Division: Responsibilities include helping the Medical Administration offer 24 hour-a-day emergency assistance hotlines, injury diagnosis, evidence collect on, assisting the Health Department combine medical treatment with physical therapy, and educational training for victims.

7. Education and Counseling Division: Responsibilities include assisting the Education Department to ascertain whether or not public and private schools and kindergartens report cases of domestic violence and sexual assault, offering help for children and adolescents suffering from domestic violence or sexual assault in transferring schools, and holding instructional activities showing teachers and students how to prevent violence and sexual assault.

8. General Planning Division: Responsibilities include scheduling yearly work plans, building service networks, developing service projects, and offering training and information management, as well as, any other jobs beyond the jurisdiction of other units.

9. Administration Division: Managing general administrative affairs in Taipei City Center for Prevention of Domestic Violence and Sexual Assault.

Taipei City Government (TCG) established seven job scopes based on Domestic Violence and Sexual Assault Prevention work. Each department conducts its annual plan managed by the rules and regulations of the Domestic Violence and Sexual Assault Prevention based on the scopes of local authority and Domestic Violence and Sexual Assault Prevention Center. Committee members of the Domestic Violence and Sexual Assault Prevention Center will perform regular monitor and control on the following seven scopes derived from TCG direction and policy:（1）Providing channels for victims to search for help（2）Providing emergency assistance for victims（3）Providing follow-up supervision and assistance for victims （4）Providing Treatment for offenders（5）Promoting crime prevention activities（6）Holding training for professionals（7）Other related procedures for domestic violence and sexual assault
